I wouldn't call the Cortex-A15 "Hyper-pipelined".

According to Wikipedia, Cortex-A15 has 15-25 pipeline stages. That's about the pipeline depth of Intel's "Hyper-pipelined" Willamette architecture.

Qualcomm - 2.5GHz
Samsung Exynos - 1.9GHz
Apple A7/A8 - 1.4GHz

...and they perform roughly about the same level.

Qualcomm clocking higher than others doesn't mean that they have a better design than others just like Apple clocking far lower than others doesn't mean that they are subpar manufacturer. It just is a different way of doing the same thing.
