I think it is possible that some partners were not ready to sign a deal on some technologies while letting EPGL remain free. it was an "all or nothing" situation. Google for instance is known for purchasing many small companies. Maybe mister Hayes and PwC made it clear that they would not sell the company at its current market valuation but their pricetag was too steep at this stage (even for a company with tons of cash, it would be hard to justify purchasing a Pinksheet for billions, no matter the tech said company owns). COO on the other hand was ready to enter into a substantial agreement but with no intention (or means ?) to buy the company, and with the will to let it make business with other partners in other fields (consumer electronics, social media...)
