4 months left in the year and you don't see them finding the third item needed? With two crews and who knows how many hours a week they are working you don't think they can find a third item? I would think they have the third item and things will soon start moving higher!

Based on what publicly available fact? Currently, there is a publicly verifiable fact that the third item will produce a full recovery permit.
