sure it is,t reflects the snails pace things move at...and that's assuming the requirements of the DISCOVERY PERMIT has been met....interesting that salvage PERMIT WAS SAID to have been coming but it was the discovery permit that was applied for,why wasn't this addressed when the rupture happened?
