The only restriction is with certain brokers. Best thing to do is open up an etrade account. TDA is notorious for putting a lot of pennies on hold because they do not want deal with specific clearing and settlement costs of certain pennies. Contact your broker and complain. Now that this is current it would make sense that tad will open up trading.
