What leads you to believe they have been "rejected"?

IMO, they've already been rejected and Billy is trying to delay having to fess up as the insiders have a lot more converted RSUs to bestow upon the naive buyers. - Swinging Richard

Pretty sure one of us is dead on. Just wondering what leads you to believe they were rejected?
