Ive seen that happen on more 'suspicious' issues. My brokerage will do this to me and then confirm on the phone that Im actually informed on what Im buying or selling. In the end I just signed off a letter that allows me to buy and sell on the lower boards without question. Doesnt always solve every circumstance though.

Thats just my experience.
