The SEC does not care because COWI has done nothing illegal. Shareholders should have paid attention to the 13 billion authorized share count before they gambled. If the last reverse split was not lesson enough, the one before that and the one before that should have been the clue:


Capital Change=shs decreased by 1 for 300 split Pay date=04/08/2009.
Capital Change=shs decreased by 1 for 200 split Ex-date=07/12/2012.
Capital Change=shs decreased by 1 for 200 split. Ex-date=01/03/2014.

We need the SEC to get involved
