VAPO isn't making money yet. revenues are up, but there will likely be a net loss for at least a few more quarters, at best.

The threat of an R/S probably isn't helping the share price one bit. I know that if I wasn't invested already and willing to ride it out, there is no way I would invest now. Even if they do become profitable,once they R/S the percentage move the PPS would have to make before your position becomes profitable is much larger. Okay you might get a 20% return, but when I'm investing in pennies I expect multi-baggers. Company is just setting itself up to be able to dilute until the bagholders are crying. That is why no buyers are coming in, IMO.
