Since the last good run, there have been Billions of shares acquired by traders and investors who are looking for any kind of a run up that would let them sell, to try to get their money back.
Now, if SVMI lands a big contract that commands a valuation as an ongoing concern with real earnings, then we could get a real run.
The selling would still hold it back for a bit, but not permanently.
