I come up with a similar figure. Based simply on 11 million in savings over 25 years... Solar savings are about 3x system costs in that time frame. Don't get me wrong...could be way off...but its a great place to start. This is a cocktail napkin equation, digging deeper I think this is extremely conservative and could be as high as 3X this number...
$.80 X 30000 = $2.4 million just for the panels. About $100k in mounting kits. But if they get tracking system it will cost more. Wires will cost about $20k. Installation will cost about $650 because installation cost on average of 30% of the cost of the products. Then batteries will cost about $100k. This is the best calculation I can come up with base on my research.
