I come up with a similar figure. Based simply on 11 million in savings over 25 years... Solar savings are about 3x system costs in that time frame. Don't get me wrong...could be way off...but its a great place to start.
This is a cocktail napkin equation, digging deeper I think this is extremely conservative and could be as high as 3X this number...
