There was a TARS site at Cudjoe Key, Florida which didn't use the standard TARS aerostat. The site used two smaller aerostats; one carried a radar and the other broadcast TV into Cuba. They were probably flown at different altitudes.

One was known as "Fat Albert." Its tether was struck by a Cessna back in 2007 resulting in the plane crashing.

The last I heard, Obama canceled the program in 2013.

7K FEET SEEMS MORE LIKE IT TO ME. Not sure if I would have seen it at 15K. It was very close to Key West. One or two islands before it.
