In my job I deal with deadlines, and sometimes the deadline is: I'll be done when I'm done because of the difficulty of a particular project. Impatient people get squirrely, but it doesn't make me go faster, because I'm going as fast as I can. Shea is getting it done as fast as he can. Why wouldn't he?
