I believe I made an incorrect assumption, based on the simple slide veiwed when you first open the WSGI web page and click on the BIB.

After reading the press release about the BIB, I see now that the total weight of the BIB system would no doubt include the box, helium tanks and other apparatus needed to inflate the Blimp, along with the tether. The weight listed is 500-700 lbs.

Apologize for any feathers I might have ruffled. Still, if 15.9 pounds of helium is needed to lift one pound, they'd still need a but load of helium to lift a fairly small blimp, along with a tether and payload.
