The basic problem is that Tom is not entrepreneurial, but a plodding, led by dead wood surrounding him, and not free to follow his own instincts. While trying to write his required training manual from trial and error, he is hopelessly not able to pilot the plane. He is too nice a guy, without even a bark, not to mention any bite. Very strange manglement style.
