As the share price goes up so should our contributions soar to the challenge. Hard act to follow?

Is Mr Klaus Bonn waiting in the wings? And where is his team? Guess recruiting for the Russian deal should be in an advance stage of preparation. Otherwise how can GTE hope to meet the scrutiny of the external expert opinion?

rdw, first, regardless of how small the payments are, they will still total $600M. If GTE's cost are less than that, they will make a profit on this initial part of the agreement.

I will agree with your correction that GTE wants to be in the business of selling wireless equipment/services. We do know that we have partnered with Marcatel in Mexico to develop install a pilot network. I assume since no details of payments have been released, that GTE is footing the bill.

The German PR is even more vague, saying only tha GTE had won the bid to install wireless networks in 3 cities. I don't know if the German municipalities are paying for the installations or not. I assume that GTE said they would install the networks for exclusive rights, and their bid entailled some kind of price structure for their services.
