I'm not referring to the fee or who ultimately absorbs it, just talking about the fact of using 100 or so shares to pay it by hitting the bid. Unless I'm missing something that you are saying. Those transactions are individual trades, I've personally been the buyer of those trades frequently.

I think we're well off the mark on attributing this to a random pass-through of regulatory fees through an actual trade execution with a random best bid/best ask retail trader (not just a print).

I'll contact my broker and see if they have any insight. Not holding my breath.
