Yes there is. FDA and FTC have requirements on all drugs and food. That is why CO is addressing a dosage issue. That is why many pot shops have been raided and shut down in CO.
The oil from the seeds, from which hemp oil is produced, does not contain cannabinoids in that amounts, if any, that it need to be regulated. That's different to other parts of the plants.
