This is only a guess on my part, but maybe the outcome of this election had something to do with FQ finalizing anything they do with PTQ? If Arias had won then maybe FQ realizes they had to play with Fifer, now that Valera won maybe that's not the case and they have ways around what the prior regime put in place after Valera takes office.
Don't know if that's a feasible theory, but it's as good as any other being pondered.
