All BMSN's actions in regards to the Regen dividend and Dr. Koos request for an accelerated affective date for the dividend leads me to believe that that is not the case.

Especially considering BMSN's milestone dates of March 31st, the timing is right in line with them getting approval for Phase 1 trials for Hemaxellerate early and Dr. Koos wanting Regen to go live as soon as possible. Considering BMSN has a May 20th deadline for their quarterly report where they would have to state all material events. That would include FDA updates on Hemaxellerate and dCellVax (which I believe that they have already submitted the IND to the FDA) and orphan drug status for Hemaxellerate.

The way I see it, everything lines up to the positive side and is just waiting for Regen to go public to announce all the good news.

Sure. But if that's true it's still a good sign. The longer the communications between the FDA and BMSN, the more the FDA is invested in seeing it get approved. They don't want to disapprove something they've been working on for over a year. They may be beaurocrats but they're human and have been deeply engaged in the evaluation.
