Not a second will AZ pay for tower. IMO only 3 entities pay this tower are...

1. Most likely USG

2. Private company ie duke energy etc willing take a stock price hit for long profit.

3. Foreign gov or co. No way a state or city foots this bill it simply isn't viable. They would go bankrupt on a idea of success. AAnyone throws this cash has lots of money to bburn on likely no return on a 1.5b spent.
