Depends on where you are viewing it from.
This line in the agreement seems to have engendered a widespread belief that the issuance of any stock to "Moreno and crew" is restricted in someway that it can not be sold.

The effect of that might support the belief that the float is and would continue to be very small. That would surely have a supportive effect on the price.

Interesting how the misconceptions of the agreement tend to support
a limited float (no dilution by the 87,500,000 shares).
