howard - Apparently you never worked at the DoD. After 37 years in DoD, including 7 years on the Air Staff, 14 years in the Office of the Sec Def, and nearly two years at the WH, I can honestly say my experience in the Fed Gov is completely the opposite of yours. I guess it all depends on which Agency you work for.
