OTC report has nothing to do with short positions in stocks and is a total FRAUD claiming it does. It's has to do with technical issues of how OTC stock are executed and where a technical short position is created on cleared in 1 second while a MM clears a trade and then settles against the retail persons order.

Simple knowledge known by most traders.
