Often just for this purpose.
If 51.1% vote to reverse split, the 49.9% do not matter.

Stock ownership for VKML is unknown, but since there have been no Form 3 or 4 filed we "might" assume that it is not owned by the officers of the corporation. This makes the flagrantly optimistic (Pollyannaish) assumption that VKML and crew would file as required.
