You're 100% right on all three points. I especially agree with the point about already promoting this Dog and nothing becoming of it. Panama is low grade ore, so that's why they had to try elsewhere. That's the reason they attempted to do the Spanish/Portugal concessions and of course that blew up in their face like everything else has for them.
Nothing short of finding the Mother Lode in Panama can promote this flea bag now and they already know that's not there.
