Agreed the existing building is there, but I feel like retrofitting the interior is a more painstaking process than completing the exterior of building 2.
If the license depends on the buildings' facilities, then they probably are taking all necessary precautions to ensure they meet code.
I don't know everything that needs to happen from an interior standpoint, but from what I can guess they will need cement floors, lighting arrangements for plants and offices, watering systems, air filtration, a variation of rooms for the different processes, and a secure location for the vault. To sum it all up, I feel that they are making sure it's done properly the first tim rather than hastily throwing things together and hoping they work out. It's like my grandpa always said, "measure twice, cut once"
