If the license depends on the buildings' facilities, then they probably are taking all necessary precautions to ensure they meet code.
I don't know everything that needs to happen from an interior standpoint, but from what I can guess they will need cement floors, lighting arrangements for plants and offices, watering systems, air filtration, a variation of rooms for the different processes, and a secure location for the vault.
