Just called etrade to and they told me to that they have not received shares from apwc.Asked her when they would have them and she said it usually takes a week or so, it's been 5 weeks.I'm becoming less impressed every day.

Companies DONT send shares directly to brokers!!! Transfer Agents actually send them to a clearing house and the clearing house sends to brokers.
