I'm having a hard time figuring out the valuation on this

Currently the market cap is 21mil, there will be 400m shares total, 200m are currently in circulation and another 200m will be authorized.

At 21mil how much of this news is already baked in? Can this company be worth 100 mil initially? If so this can be a 5-bagger.

Please excuse me if my math is a little primitive. There isn't much to work with yet
