If the insiders knew when to get out why didn't they dump stock at 40 cents in January?

I'm still convinced this is related to tax selling, or taking some money off the table at the first opportunity permitted based on the laws / clauses governing the sale of some of their locked up stock options (when a certain amount of shares vest).

To be honest I don't know. Just talking out loud as I'm confused as the rest of you.
