IDCC is no different from many tech companies which typically cut 5% to 20% of their technical headcount annually to make room for new technical talent. It also keeps the technical talent from getting complacent.

Here's IDCC headcount since 1995. If I recall correctly IDCC's technical headcount ranged from 50% to 75% of the total headcount during this time period.

216 out of the 300 employees in 2002 were in R&D so if your, hum, report is correct that 30 engineers were laid off that would mean a 14% cut. Nothing out of the ordinary.
