lrt65, I do believe you have the right thought process on this. And Insighter, you seem to be getting nervous over the DoD budget stuff.
Here is my take on the current situation. And there is no intent by saying either of you are correct or not.
But there is a bigger picture than the DoD. But of course the DoD/Army/etc is the white elephant. Contracts for BiB/WASP can come from Border Security, Homeland Defense, Police Dept's, and even state DOT's(see Ohio). DoD is NOT the only avenue for contracts. But it is the White Elephant. I'm just saying keep that in mind.
