I don't understand something about this article:

Can someone explain how they can require a sub penny stock to be at 1¢ or better within 35 days? Don't thet have to give some type of notice? And what happens if it doesn't reach 1¢? I wonder if existing stocks are excluded and this only relates to new applications?
