Well....anyone can create a small window, have something entered, and then take some action based on the information --- without using NEOM IP. For example, I could enter employee ID via bar code/digits and have system handle that...without ever getting near NEOM IP. As I think I understand, it is only when the physical information goes directly to some INTERNET address that NEOM is involved. Lots of information handled by systems and servers across cable/wireless probably don't get near NEOM. There are lots of RFID systems today that use wands and simply send the information to a server for processing.
