if cost negotiations would take over a year, how will the patients get treatment?

I believe I can interpret the Germany ruling that said "NWBO can charge full price", can it be the case where NWBO will charge full price (unknown) until cost settlement happens?

Obviously patients dont have 1-yr to wait to get treatment for cost settlement issues on part of insurance companies and coverage.

I am sure there must be some provisions in place already to get folks on treatment regime while costs are hashed out.
