Yep it is. Here is the timeline of the ReGen saga.

On December 10, 2013: WDRP announced signing an LOI and reviewing final details prior to signing a definitive agreement to acquire ReGenesis on or before Friday, January 31, 2014.

On January 28, 2014 WDRP announced extension #1 to February 25, 2014
due to very favourable new developments.

On Tuesday Feb 20 WDRP announced extension #2 date as on or before Wednesday March 26, 2014. No excuse given for this extension.

Last facebook report from WDRP on Feb 21 had nothing to do with the ReGen acquisition project or the water heater debacle.
