You have it backwards. Most NPEs purchase patents. Most NPEs don't invent anything.

IDCC is one of the rare non-academic NPEs that actually has engineers and scientist that create its own intellectual property.

As dndodd already stated, many many many many times IDCC has discussed purchasing intellectual property that will cover areas of wireless and networking technology outside its core R&D related to connectivity, air interface, modem, etc.
