If the tax benefit applies, then it wouldn't so much be a bullish signal as a neutral signal. They would be betting that the share price wouldn't be 20+% lower than it is now.

I don’t agree. By exercising options many months before expiration, ENTA’s three insiders (CEO, CSO, CFO) incurred the risk of a major collapse in the share price prior to the expiration date. To outweigh this voluntary risk, these insiders would have to be strongly bullish.
