After his entry date, he had to realize VISSER couldn't do the job...and was probably lying about it.

Sounds like there was an absence of proper vetting if that's the case. Do you hire a contractor to work on your house without checking to see if the contractor has the ability to get the work done, and get it done properly, and in a cost-effective manner? If the reply of "Yes, I can do it," was the vetting that was done...meanwhile, everything is tied up because of that acquiescence.

As for coming a long way - isn't the barometer revenues and profits and in a timely manner? 42+ months and counting...
