highwayman32 is right. Cities and towns are worried about getting sued for letting a drunk driver go. It use to be the cop could take the keys away or drive the suspect home and tow the vehicle. If he did that now and the driver retrieved his vehicle and killed someone, the city would probably get sued. First offense your license is suspended and depending on prior record your probably sent to traffic school. DUI is a criminal charge so any fines levied against the suspect is split between the state and city it occurred in. Red light, speeding infractions are civil charges so most of the money goes to the city or town where it occured. eom
