Moored Aerostat System (MAS) Minimum Requirements MAS shall include the following FAA approved flight termination capabilities for critical system failures: 1. GPS 2. Barometric Pressure 3. Operator Radio Controlled Manual Override
Provide ground control station with ruggedized laptop, flight control software, DVR software, Hall Effect joystick and weather proof case. Laptop operating system shall be Windows 7 and support Windows 8. The laptop shall have storage capacity for a minimum of 24 hours of high definition video recorded at a minimum of 15FPS using the H.264 or MPEG-4 protocol. The vendor shall provide a lockable weather proof Ground Control station command center that is securely fastened to or part of the launch and recovery platform. The command center must have surge protected power from the generator system and allow for enough room to operate the MAS with the laptop.
System shall include a weather proof highly stabilized (blur reduction) digital video camera with gyro, single sensor gimbal and an electro-optical lens that supports a zoom of not less than 10x. The vendor shall provide all mounting brackets, communication cabling, and power cabling to connect the imaging system to the MAS and ground control station. Finally, a weather proof storage case shall be provided to protect the camera while not in use.
Awarded bidder shall be able to demonstrate to ODOT that additional sensors can be developed or employed such as LIDAR, Thermal Infrared Imagery, and Radiation\Chemical Detection.
