If the best they came up with from that excercise was World Surveillance, yes I would say it wasn't a successful name change excercise!!

Cmon. In this day and age (or ANY day and age) , even if you do have a surveillance agenda, shouldnt you hide your purpose and deny everything? I mean spies and undercover agents don't have a sign on their foreheads stating what they are for a reason!
