Not so sure, but I see what you're saying, good catch. The jamming is related to IEDS according to this article which shoud mean Bib. Only think of them differently so as to keep them separated in my thoughts. Don't know but perhaps it depends on which department under Dod?
The Bib=Jieddo Wasp=Army and STMPAS=REF (multi-payload).
