Spenser: Another arbitration doesn't make any sense. If the ICC has no means of enforcing their decision, whats the point. IDCC has learned the courts can't even enforce the decision. Doesn't the whole issue boil down to enforcing the law and the appeals court has very little reason to over turn the first ruling.
