We will find out in the upcoming fins for sure. But if he is giving his word of not diluting in such an early stage of his new and first public company, he would be making a idiotic mistake lying to shareholders now!

He owns 100M out of the 104M shares outstanding. Diluting in this position would mean he is mostly diluting his own pockets. He must have a head on his shoulders and not issuing new shares ;)
