I think your quote could be taken to mean two things: either the tests haven't happened yet (but will) or the tests were a fabrication. I took your meaning as the first. That would be consistent with my interactions with you.

The Fort Bliss article is a partial answer. The WASP system (the communication variant of the BiB) has received favorable reception with Army officials and was included (with photo) in an official brief update of the NIE tests. We would usually take that as a good sign. The Army knows how to pixx on a failure which they have done with the STMPAS IMO. But, IMO, we must expect the Army to be cautious after Kevin had to rescue the first round of STMPAS sales. Caution and deliberation will serve us well here though I think. IMO Kevin has had the chance with these incremental sales to improve the product with each iteration. So, with this public knowledge, all indications are positive IMO. But who cares until the next sale, right? Pragmatism is a clear metric at the very least. Best wishes, IJO
