Red screen...

a guy I work with, says when he tries to start up his computer, a red screen comes up that asks him which way he wants to start up with a count down. At the end of the count down, his computer tries to start up in normal mode. The Windows screen comes up, then fades, then freezes.

Any ideas what might be going on?
