When you buy shares in the open market...the money does not go to PEII. You are buying someone else's shares.

Investing in a private placement is a direct investment into the company for restricted 144 shares.

If Ark is suggesting buying at these lower prices I am pretty sure he is referring to the open market so what you are saying does not mesh.
